When it comes to Haki, fans know that there are quite a few individuals who rule at the top. For instance, fans know that the likes of Roger and Whitebeard have always been at the top. Roger was always tremendously powerful, and his strength was such that he reached the top of his era. Kaido believes Roger to be the strongest of all time, and his strength certainly does go to show for it, given that he was able to match Whitebeard in battle without even having a devil fruit and his legacy is far bigger than that of Whitebeard.

Of course, it was likely weaker than that of Roger, but still in the tier of the strongest in the series.
Among the strongest Haki users, one would always have to include Shanks. In the current era of One Piece, Shanks certainly stands out on top as an incredibly powerful individual with an overpowered Haki ability. Shanks is a force to be reckoned with, and a glimpse of his Haki was given to the fans recently, when he clashed with Eustass Kid. Surprisingly, his Haki was such that Kid and Killer were both knocked out in a single swing of his sword, which is absolutely astonishing, given that neither Big Mom, nor Kaido were able to pull off something like this.
Clearly, his Haki is far superior, and at this point in time, it might just be the best in One Piece. However, despite the great Haki accomplishments of the likes of Roger and Shanks, they certainly are not the strongest Haki users in all of One Piece. He failed at accomplishing this, but, inadvertently, this confirmed to the fans that Joy Boy had kingly ambitions as well. It made him a contender for a user of Conqueror’s Haki, and he certainly went on to showcase this power in the very same chapter. Fans had been waiting to see the power that Emet had stored inside of him, which he carried from the Void Century. Finally, in this chapter of One Piece, he unleashed this tremendous power, and it was such that fans were utterly blown away.

In fact, the Haki was so strong that it actually went on to split the skies all by itself, which is a feat that no other Haki user has replicated in One Piece. Furthermore, this Haki was strong enough to force the Five Elders out of transformed states, which means that its power is potent enough to negate Devil Fruit abilities.
Clearly, Joy Boy’s Haki is on a completely different tier when compared to anyone else in One Piece. This essentially confirms Joy Boy as the strongest Haki user of all time, and, when coupled with the fact that he has the power of the Nika fruit, Joy Boy then becomes the strongest individual in all of One Piece. His strength clearly eclipses that of Roger, Whitebeard, Shanks, and for now, even Luffy.

Fans don’t know what makes Joy Boy’s Haki so special. He was born into a very unique family, and fans know that his lineage might have played a role in terms of how strong he truly was. There is a very popular belief that Joy Boy was a buccaneer, and even though his size was finally shown in One Piece chapter 1122, he could actually still be a Buccaneer, given that he was almost the size of Emet’s head, who is actually around 60 m tall. This would mean that Joy Boy has special powers, but on top of that, he has great ambition. Joy Boy’s kingly ambition clearly surpasses that of the likes of Roger, Shanks, and just about any other pirate with kingly ambition. He has taken the skill of Haki beyond all limits, like no other character has done before. This is what truly makes his Haki so special, and why Joy Boy is a force to be reckoned with. His Haki was such that even Imu felt a blast of it and was greatly affected by it in One Piece chapter 1122.
This means great things for Luffy’s character. Fans know that Luffy has mastered Haki already, but he cannot be called the best Haki user in One Piece. However, fans also know that Luffy will do what Joy Boy couldn’t and he will go on to eclipse his powers eventually. This means that Luffy’s Haki will be on the same level as that of Joy Boy, which implies that Luffy will actually go on to surprise the levels of the Yonko, which would make him the outright strongest character in all of One Piece.
